Rant about local traffic problems contained herein.
So the last 3 days it has taken me about 15 minutes to travel 1 mile and get on the highway, “How can that be in what looks like a fairly small city?” you ask, let me explain.
I normally get on Highway 29 westbound at the on ramp marked 1, this ramp typically has heavy volume as it is the most convenient ramp for a good chunk of the area I live in, traffic coming southbound and trying to get on the westbound ramp has to cross the northbound lane of traffic. Normal backup is about 1/4 mile
The 29 westbound ramp marked 2 has been closed for repairs, as you can imagine, this has caused traffic to be diverted almost entirely to ramp 1, as ramp 3 is 4.4 miles from ramp 2 where ramp 1 is only 2.7 miles. This has caused large backups at ramp 1.
Yesterday, in the local governments great wisdom, the right lane Business 51 south towards that ramp was closed so they could repaint the intersection lines. This caused backups of about .5 miles at 1 ramp.
Can anyone explain why on earth these two projects are scheduled at the same time, or better yet, why they haven’t decided to move the westbound ramp to the west side of the road, the bulk of traffic getting on is coming southbound and there is no sense in making those cars cross the northbound lane to get on the highway, if someone wishes to bypass the backups and lane closures, their best bet is to try and get on at ramp 4 which is 2.8 miles past ramp 1.
Anyway thanks for sitting through my rant.

Assigning blame depends on whether the work was handled in-house or contracted. If contracted, the local government has limited control over when it happens. Typical contracts stipulate price and complete-by dates, but don’t usually say what day each repair is supposed to happen.
Complicating matters, this work may be completed by different agencies. The road that leads to my house is a state road and is under the state DOT. Just around the bend is a local road controlled by the Parish (our version of a County). Go a few miles north or south and the road is under the jurisdiction of one of the local cities. None of these agencies coordinate their work!
Within each agency is a group of Project Managers responsible for project oversight. They usually don’t coordinate unless they have two different jobs on the same road segment.
My company does program management as part of our services. We’ve spent the last six months coordinating all of the major road projects for one of the local governments, but the cities aren’t on board and our responsibility does not include basic road maintenance such as pothole repair and re-striping. We would like to coordinate those activities too, but politics got in the way.

It’s one of the great mysteries of life. In my city they like working on/closing all of the north/south arterials at the same time and since the river runs east/west through the middle of the city that puts all of the traffic on a couple of bridges. That’s fun.

i’d complain about my commute, but there’s nothing to complain about when it’s only 25 minutes walking. only see a few other pedestrians.
cars are few and far between.
